Directions
This process depends on layers. If you think of each layer as a glass shelf, then layers become easier.
Step 1: Pick a picture which is sharp and the subject is going or looking out of the picture.
Step 2: Make a copy of the picture and paste it as a new image (this is the one which you will crop and add a border to)Step 3: Crop this copy, add a border in a contrasting color.
Step 4: Copy this picture and paste as a new layer over the original
Step 5: Promote the ‘original’ layer so it is no longer a background layer.
Step 6: Rename the copy as ‘cropped’, rename the original as ‘original’.
Step 7: Add a new ‘raster’ layer and using arrange, send it to the bottom.
Step 8: Fill this new layer with a desired color.
Step 9: With the Original layer active use the eraser tool and erase the background around the cropped picture.
Step 10: To do the fine detail work, magnify the picture to 200% or larger and use a smaller eraser to work around the image.
Step 11: Just before saving as a jpeg image merge the layers together.
